Metal covered masks in Mali are usually made by the Marka and Malinke people. This inventive form is one that I've never come across in any literature, but I have seen a few examples of this type on the market over the years. I believe that a headcrest such as this would have been associated with agricultural ceremonies, just like the Chi-wara headdresses were.
Despite its appearance, I believe this object was made specifically for the collecting market.
